Interim Activation on Government Land: A catalyst for accelerated urban renewal

Commissioning research to understand the opportunity for interim activation on government property assets to unlock short term social, economic and place value.

In collaboration with the Precincts Strategy team at Victorian Government’s Department of Transport and Planning, FB IDEAs commissioned To Good Use to investigate the barriers, opportunities and pathways forward for interim activation on government sites.

Drawing on learnings from the pilot and extensive stakeholder consultation, the report builds a compelling case for a whole-of-government approach to interim use and activation to unlock accelerated urban renewal and economic development outcomes. 

It re-frames interim use and activation of government assets as a critical phase of transformation which government can leverage to unlock strategic opportunities and deliver public benefit in alignment with key economic, social, environment intergenerational and government drivers – both now and into the future.

Unlocking interim activation re-frames the challenge of vacancy. It allows government to extract value from assets throughout the transition period – turning underutilised land from a holding liability into a strategic tool for delivering earlier, stronger and more resilient urban renewal outcomes.
